Review Chat Wrap 1/11

me: OK ROLL CALL
8:01 PM abell2012: here!
 poptarts600: here
 tieraclark: here
 chowhuiyanangel: here
 janettectam@gmail.com has joined
 ahoye95: present
 tran.seph: here.
 jennylamx93: HERE
 maamarbousseloub: here
 janettectam: here
8:02 PM me: OK. JUST LIKE ALWAYS I'LL TYPE IN ALL CAPS.
tran.seph: can we ask questions yet?
me: THE FORMAT OF THE EXAM IS..................
20 MULTIPLE CHOICE QUESTIONS. NO FRQ.
 jennylamx93: YAY !
  oops
 abell2012: ohhh yeahh!!
8:03 PM tran.seph: OH YEAH!!! when in doubt pick C
 janettectam: yeesss
ahoye95: I actually wanted an FRQ...
me: SO, WHAT WOULD WE LIKE TO REVIEW?
 tran.seph: really .
 chowhuiyanangel: iron triangle
 ahoye95: yes, iron triangle please
 tieraclark: bureacracy
 me: IRON TRIANGLES IT IS!
8:04 PM AN IRON TRIANGLE HAS 3 PARTICIPANTS.
  CONGRESS, INTEREST GROUP, FEDERAL AGENCY
8:05 PM EACH MEMBER GIVES 2 THINGS AND GETS 2 THINGS
 tran.seph: federal agent = bureaucracy?
 me: @ JOE. YES
8:06 PM ahoye95: When you say 2 things do you mean like money abd congressional support.? things like that.?
me: CONGRESS GIVES FUNDING TO THE AGENCIES. IN EXCHANGE, AGENCIES FAITHFULLY IMPLEMENT THE LAWS
8:07 PM CONGRESS PASSES FAVORABLE LAWS FOR THE INTEREST GROUPS IN EXCHANGE FOR CAMPAIGN CONTRIBUTIONS.
LASTLY, INTEREST GROUPS PROVIDE EXPERTISE AND ADVICE TO THE AGENCIES IN EXCHANGE FOR FAVORABLE REGULATIONS.
8:08 PM LETS DO AN EXAMPLE, K?
 tran.seph: k
 ahoye95: okay
8:09 PM me: LETS SAY OUR INTEREST GROUP REPRESENTS PEANUT FARMERS.
8:10 PM OUR GROUP WOULD DONATE MONEY TO CONGRESSMEN WHO AGREE TO KEEP THE TAXES ON PEANUT OIL LOW
IN EXCHANGE, WE'D GET LAWS TO KEEP PEANUT OIL LOW.
8:11 PM CONGRESS FUNDS THE DEPARTMENT OF AGRICULTURE AND ASKS THEM ENFORCE THIER LAWS.
8:12 PM MAKES SENSE?
 maamarbousseloub: yeah
 ahoye95: yes
 chowhuiyanangel: yea
8:13 PM me: ALSO, OUR GROUP WOULD LET THE AGENCY KNOW WHAT REGULATIONS WOULD BE REASONABLE AND IN EXCHANGE GET REASONABLE REGULATIONS.
  IT'S A PRETTY LITTLE TRIANGLE.
  OTHER FUN TRIANGLE FACTS:
THE PRESIDENT AND JUDICIARY HAVE A HARD TIME BREAKING THE TRIANGLE.
8:14 PM abell2012: can you explain the organizational structure of the federal bureaucracy?
 me: SURE CAN: HIERARCHY
  LOWER LEVEL = BIGGEST
  TOP LEVEL = SMALLEST
8:15 PM LIKE A PYRAMID.
THE HIGHER UP YOU ARE, THE MORE LIKELY YOU WERE APPOINTED (PATRONAGE)
THE LOWER YOU ARE, THE MORE LIKELY YOU WERE HIRED OR PROMOTED BASED ON MERIT
8:16 PM tran.seph: and the lower it is, it is most likely full of women and minorities?
me: THERE ARE MORE WOMEN AND MINORITIES IN THE BUREAUCRACY THAN IN MOST BUSINESSES, BUT THEY ARE CONCENTRATED IN THE LOWER RANKS.
8:17 PM CAN WE TALK ABOUT ISSUE NETWORKS?
 jennylamx93: yes
 abell2012: yes
8:18 PM me: I WANT YOU TO THINK OF AN ISSUE NETWORK AS AN IRON TRIANGLE WITH MORE PARTICIPANTS.
8:19 PM tran.seph: more participants?
me: INSTEAD OF ONE INTEREST GROUP, THERE ARE MULTIPLE INTEREST GROUPS THAT HOLD DIFFERENT POSITIONS ON THE SAME ISSUE.
FOR EXAMPLE: PRO GUN CONTROL GROUP. ANTI GUN CONTROL GROUP.
jennylamx93: so the interest group on one corner of the iron triangle would just branch off with multiple interest groos?
  groups*
me: ALSO, PUBLIC AND PRESIDENTIAL OPINION ENTER THE EQUATION.
8:20 PM IT IS DIFFICULT TO DIAGRAM, SO WE SIMPLY DON'T
 jennylamx93: ok
8:21 PM me: THINK OF IT THIS WAY: IF WE LOOK AT AN IRON TRIANGLE AND ZOOOOOOM OUT. WE WILL SEE AN ISSUE NETWORK.
jennylamx93: i imagined crazy connected lines
 me: MAKE SENSE?
 ahoye95: yes
 me: JENNY, THAT'S PRETTY ACCURATE
 jennylamx93: okay
8:22 PM tieraclark: i dont quite get it
me: HERE IT IS AGAIN: AN IRON TRIANGLE ONLY HAS 1 INTEREST GROUP, 1 CONGRESS, 1 AGENCY.
8:23 PM AN ISSUE NETWORK HAS ALL RELEVANT INTEREST GROUPS, CONGRESS, ALL RELEVANT AGENCIES, PUBLIC OPINION AND PRESIDENTIAL OPINION.
8:24 PM jennylamx93: is there anything we need to remember about the departments and years they were created such as 1789 ones?
8:25 PM me: NOT FOR TOMORROW, JUST KNOW THE 1789 ONES ARE THE BASIS OF THE CABINET.
  WHAT'S NEXT E'ERYBODY?
8:26 PM chowhuiyanangel: do we need to know specific reform acts?
jennylamx93: hmm maybe just ready for sample questions i think
me: ANGEL: NOT THIS EXAM. WE'LL DO PENDELTON ACT ON THURS/FRI
tran.seph: advantages vs disadvantages of bureaucracy & the "practice" question?
abell2012: whats the difference between departments and independent agencies?
8:27 PM me: DEPARTMENTS DIRECTLY REPORT TO PRESIDENT VIA CABINET (AGRICULTURE, DEFENSE ETC.)
8:28 PM INDEPENDENT AGENCIES ARE A BIT DISTANT (FCC, EPA)
ADVANTAGES OF BUREAUCRACY: EXPERIENCE, CONSISTENCY, EXPERTISE
8:29 PM DISADVANTAGES: WASTE, RED TAPE, INEFFICIENCY, UNMOTIVATED WORKERS
chowhuiyanangel: can you explain the discretionary authority?
8:30 PM me: SURE! DISCRETIONARY AUTHORITY
IS WHEN THE LOW LEVEL BUREAUCRATS CAN USE THEIR INDIVIDUAL JUDGEMENT WHEN IMPLEMENTING POLICY
8:31 PM MAYBE A CUSTOMS OFFICER CHOOSES TO SEARCH ONE BAG, BUT NOT ANOTHER, FOR EXAMPLE.
  K?
8:32 PM ahoye95: yuup
 tieraclark: red tape?
me: RED TAPE IS FEDERAL RULES AND REGULATIONS THAT SLOW THE BUREAUCRACY DOWN.
8:34 PM PERMITS, PAPERWORK, RESTRICTIONS, ETC.
 tieraclark: implementation?
tran.seph: Not to go back to iron triangle, If congress don't give money to bureacracy, then the buracracy pick and chooses how they want to enforce the law. cant the prez hire new people to enforce it the way he wants it?
8:35 PM but*
me: REMEMBER, THE PRESIDENT ONLY APPOINTS THE TOP OFFICIALS. MOST ARE BASED ON MERIT. THESE APPOINTEES ARE ALSO LOYAL TO THEIR AGENCIES.
8:36 PM BUT!!! YOU MAKE A GOOD POINT!
PART OF THE REASON WHY THE BUREAUCRACY IS A SLOW MESS IS BECAUSE THEY HAVE 2 BOSSES GIVING THEM CONFLICTING ORDERS.
  EXECUTIVE BRANCH & CONGRESS
8:37 PM NEXT?
 tran.seph: sample question?
 jennylamx93: yes
tran.seph: we love our freeby questions :D
8:38 PM me: OK....HOLD PLEASE:

 abell2012: d
me: CAN YOU GIVE ME AN EXAMPLE OF A GOVERNMENT CORPORATION?
 tran.seph: epa?
8:41 PM maamarbousseloub: fcc
 tran.seph: fda?
 ahoye95: Post office?
 tieraclark: post office
 me: POST OFFICE IS RIGHT.
  CORPORATIONS ARE "FOR PROFIT"
 jennylamx93: what are others
 ahoye95: NASA?
me: FCC AND FDA ARE INDY ORGS.
8:42 PM NASA TOO.
 tieraclark: trashmen?
8:43 PM me: HOLD! I MEAN FCC IS AN INDEPENDENT REGULATORY COMMISSION.
FDA IS AN INDY ORG AS WELL AS NASA.
TRASHMEN ARE LOCAL TO PHILLY AND DO NOT FACTOR INTO THE DISCUSSION
8:44 PM jennylamx93: how are they determined if they are a indy or gov corp
 me: K:
Lisa: how do we identify which belongs to independent which belongs to Independent regulatory commission?
tran.seph: besides the post office, what would another government corp be?
me: GOV CORP: FOR PROFIT BIZ RUN BY THE GOVT (AMTRAK, POST OFFICE)
8:45 PM INDEPENDENT ORG: INDEPENDENT, BUT UNDER PRESIDENT
REGULATORY COMMISSION: DOES NOT REPORT TO THE PRESIDENT (FCC)
8:46 PM THESE STINK, SO JUST MEMORIZE EM.
 jennylamx93: okay more samples
me: DO YOU KNOW WHICH PRESIDENT WAS RESPONSIBLE FOR THE LARGEST INCREASE IN SIZE AND SCOPE OF BUREAUCRACY?
 Lisa: FDR?
8:47 PM me: YUP.
  FDR.
WHICH PREZ STARTED THE MODERN DAY 'SMALL GOVERNMENT' MOVEMENT?
8:48 PM maamarbousseloub: Reagan?
 Lisa: Reagan?
 tran.seph: clinton?
 me: reagan.
  OOPS REAGAN
8:49 PM HOW DO AMERICANS FEEL ABOUT THE BUREAUCRACY?
8:50 PM chowhuiyanangel@gmail.com has left
 Lisa: they highly dislike it
 tieraclark: good experiences with reps
ahoye95: they don't like it, but don't fully understand it
 me: GOOD ANSWER ALIYAH
8:51 PM THEY DO NOT REALIZE THAT THE ALTERNATIVE TO BUREAUCRACY MAY BE WORSE.
MOST AMERICANS LIKE THEIR MAILMAN AND HATE THE POST OFFICE.
 me: BUREAUCRATS: OK BUREAUCRACY: NO
8:52 PM tran.seph: that would be equivalent for us to say we love our teachers but hate our school?
 me: SURE. SOUNDS GOOD.
tieraclark: so its basically like i said they relate and have good attitudes towards a bureaucracy representative i.e. mailman but have a bad attitude about the bigger picture..(bureaucracy)
